Primary Purpose: 

 

Under general supervision, this officer performs tasks related to ensuring the safety of UCISD students, staff, and visitors. Additionally, the officer provides classroom presentations, counsels students and parents, engages students through mentoring, and serves as a positive role model to help promote healthy relationships between youth and law enforcement. 

 

Qualifications: 

Requirements for the position include a Bachelor’s Degree in Law Enforcement, Sociology, Education, or Police Science preferred, a minimum of five years of senior level experience directing law enforcement operations (preferably in an interdependent school district environment); or an equivalent combination of education and experience.

 

A Master Peace Officer Certification issued by the Texas Commission on Law Enforcement Officer Education (TCOLE) is required (or equivalent in states other than Texas) along with a valid Texas driver’s license. 

 

Special Knowledge/Skills: 

 

  1. Must possess required knowledge, skills, abilities and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  2. Proficiency in Spanish preferred.
  3. Knowledge of causes and prevention methods of crime committed by juveniles.
  4. Knowledge of community policing practices.
  5. Ability to establish and maintain effective communication and working relationships with school personnel, city employees, and the public.
  6. Knowledge of geography and locations in the Uvalde school district and the City of Uvalde.  
  7. Knowledge of criminal law, investigation, statutes, ordinances, and crime prevention methods. 
  8. Knowledge of departmental policies, procedures, rules and regulations and FCC rules and regulations regarding radio communication.
  9. Knowledge of safety practices in the use of firearms.  
  10. Knowledge of rules of evidence and laws governing custody of persons. 
  11. Knowledge of police record-keeping procedures. 
  12. Knowledge of criminal identification methods. 
  13. Knowledge of data entry and retrieval procedures. 
  14. Knowledge of legal procedure in filing and presenting charges in court.  
  15. Knowledge of vehicle and equipment use and principles. 
  16. Knowledge of available grants and the ability to apply for appropriate grants. 
  17. Skill in analyzing and interpreting criminal evidence.  
  18. Ability to manage a caseload (investigations).
  19. Ability to effectively and logically follow-up on criminal activity for the purposes of filing charges or enforcing UCISD policies.  
  20. Skill in oral and written communications.
  21. Skill in handling multiple tasks and prioritizing.
  22. Skill in using computers and related software applications.
  23. Skill in operating motorized vehicles.
  24. Ability to apply knowledge of criminal law, investigation, and crime prevention techniques. 
  25. Ability to quickly recognize and analyze irregular events.

Experience:

 

  1. Previous Law Enforcement Leadership, Chief level preferred.

  2. Military experience preferred.

  3. School Based Law Enforcement experice preferred.

 

Major Responsibilities and Duties: 

  1. Positive interaction with students on a daily basis.
  2. Be familiar with all School Board policies, particularly those concerning student behavior that is prohibited by those policies. 
  3. Monitor students arriving and leaving school facilities.
  4. Patrol school grounds and various school buildings. Check all school grounds and properties for any form of criminal mischief/ vandalism. 
  5. Conduct investigations at all UCISD locations and provide assistance to other local law enforcement agencies when it is deemed appropriate. Conduct internal investigations and provide assistance to the Chief when assigned. Collect and maintain chain of evidence pertaining to major investigations/arrests. File appropriate charges with the appropriate judicial systems. 
  6. Testifies in court.
  7. Prepares written reports, statements, and affidavits.  
  8. Enforce the School Board policy regarding truancy by patrolling the city for truant students, and transport UCISD students to appropriate schools when necessary. Monitor school grounds and adjacent properties for any type of illegal activity. Enforce the No Trespassing laws for all violators.
  9. Assist in traffic control around school district properties when the school guard or any other police officer is unable to work an assigned post. Direct traffic for various sporting events. 
  10. Assist local law enforcement with enforcing the local laws and ordinances. Monitor the local radio bands for all types of emergencies. 
  11. Provide crowd control and implement security measures at all UCISD sporting events. Provide a safe environment for outside agencies that utilize our facilities. Oversee the use and implementation of metal detector devices at UCISD locations when they are deemed necessary by the Chief of UCISD police services and the Superintendent. 
  12. Assist with the delivery of the School Board agenda, make bank deposits at local banking institutions, and deliver paperwork to homes for services that are needed to carry out the standards set forth by the school district. Assist the Special Education and UCISD administrators with paperwork delivery. 
  13. Prepare cases for presentation in a court setting or at the district justice level. Make arrests when the local laws are violated or any infraction takes place that is covered under the Crimes Code. Proceed with steps to file prosecution when an investigation reveals suspects and required evidence has been gathered. Prepare Juvenile Allegation complaints and be able to demonstrate the case in front of a judge or a juvenile court master. Prepare and file appropriate incident reports to the Chief. 
  14. Make home visits to residences when students refuse to attend school or when   there is some type of problem within the confines of the home. Transport students to their respective schools when the parents request intervention with their child.
  15. Reports problem areas and facilitates solutions. 
  16. Effectively manage a police department.
  17. Maintain and prepare a budget.
  18. Build a strong positive work force that compliments and supports the goals and mission of the UCISD.
  19. Work toward recognition with the Texas Police Chiefs Association – Recognition Program.
  20. Write and implement effective police policy
  21. Interview and hire quality employees
  22. Understand and maintain TCOLE files on all officers
  23. Create and maintain effective work relationships with faculty, staff, parents, and other organizations in the City of Uvalde.  
  24. Lead and mentor department personnel.
  25. Monitors changes in laws, court decisions, regulations, School Board policies, and technology that may affect departmental operations; implements policy, procedural, and operational changes as required.
  26. An ability to communicate effectively in Spanish is preferred.  
  27. Must be able to supply their own firearm(s) as required by UCISDPD Policy. 
  28. Report to work on time and absent with a good cause.
  29. Perform other duties as assigned.
